Prediction Markets Move Into Market Plumbing: S&P Turns Kalshi Prices Into Indices, Cboe Clears Binaries For Robinhood, And CME And ICE Fight An Oil Perp
In one week, S&P Dow Jones Indices signed a two-way benchmark deal with Kalshi, Cboe Clear US won SEC approval to clear securities starting with corporate KPI binaries bound for Robinhood, and a council including CME and ICE urged the CFTC to block Kalshi's oil perpetual. Why prediction markets are turning into index, clearing and data businesses.

Prediction markets spent most of 2026 arguing about whether they are gambling or finance. This week the plumbing answered for them. On Monday 26 October S&P Dow Jones Indices and Kalshi announced a two-way data and licensing deal; the same day, Cboe Clear US said it had SEC approval to clear securities, starting with binary options on corporate key performance indicators bound for Robinhood. Four days earlier, a council whose members include CME and ICE asked the CFTC to stop Kalshi's oil perpetual before it launches.
Index providers, clearing houses and incumbent exchanges are the institutions that decide whether a new market becomes part of the system. All three moved within a week. We explained how prediction markets work in our September guide; this is the next step, where their prices start to become benchmarks, data feeds and cleared products.
What Did S&P Dow Jones Indices And Kalshi Agree?
According to Finance Magnates, the agreement runs both ways. S&P DJI could build new indices from Kalshi market prices, applying its index methodology to measure expectations about economic, political and sporting events. In the other direction, Kalshi could list event contracts linked to existing S&P DJI indices, with official S&P DJI values deciding settlement. S&P DJI would supply the reference value but would not sponsor, sell or endorse the contracts.
The two firms call each other "preferred" providers, and nothing exclusive has been announced. No first indices, contract terms, methodologies or launch dates have been disclosed. S&P DJI chief executive Catherine Clay explained the logic in terms of what indices do, saying they "help to define markets: what they are, how to measure them and rules for monitoring their evolution". The deal follows two clear precedents: ICE distributes normalised probability feeds from Polymarket through a signals and sentiment service, and Cboe launched yes-or-no options on its Mini-S&P 500 Index in June.
Why Does Cboe Clear US Matter For Prediction Markets?
Because clearing is what lets large firms trade a product at scale. The TRADE reports that Cboe Clear US received temporary SEC registration as a covered clearing agency, so it can clear securities as well as the futures and swaps it already clears as a CFTC-registered clearing house. Its first securities products will be Cboe's binary options on specified corporate KPIs, listed on Cboe Options Exchange and offered on Robinhood in the fourth quarter of 2026.
"Clearing plays a critical role in bringing innovation to market," said Dale Michaels, head of Cboe Clear US, adding that the new capabilities "position Cboe Clear US to become an innovation lane to support new products". The move complements Cboe's long partnership with the Options Clearing Corporation, which clears its traditional equity options and cleared the first Cboe Predicts binaries on the Mini-S&P 500, launched through Interactive Brokers. An exchange that owns its own clearing lane for new products can bring them to market on its own timetable.
Why Are CME And ICE Fighting Kalshi's Oil Perpetual?
Oil is the incumbents' home ground. Kalshi filed its proposed WTI perpetual, WTIPERP, on 20 October 2026. Finance Magnates reports it would track two nearby NYMEX WTI futures at a constant one-month horizon, use daily funding payments to stay close to that reference, and settle in cash at 100 barrels a contract, a tenth of a standard oil future. It would follow normal oil futures hours, close at weekends and could pause if the underlying market halted. Position limits would be set by converting holdings into the equivalent number of standard contracts and spreading them across the relevant delivery months. The application is pending, and the contract cannot trade unless the CFTC approves it.
The Commodity Markets Council, whose members include CME, NYMEX, ICE Futures US, trading firms and commercial hedgers, wrote to regulators warning that "oil perpetuals threaten market integrity" and urging the CFTC to withhold approval. The letter, first reported by Bloomberg, did not name Kalshi, though the filings and dates it cited match WTIPERP. It also asked the CFTC to work with foreign regulators to restrict US traders' access to offshore commodity platforms reached through VPNs. Kalshi told Bloomberg it had sought feedback from industry groups and that its reference price, built from dated futures, keeps the contract tied to the physical market. Ruling out weekend trading answers the concern that recently led CME to shelve its own round-the-clock oil contract.
Our View: Prediction Markets Are Turning Into Data And Infrastructure Businesses
The interesting part of this week is not any single contract. It is that the price of a prediction market is becoming an input: to an index, to a clearing house's risk model, to a data feed sold alongside market data. Once a probability is published by an index provider and settled by a clearing house, it starts to look less like a bet and more like a reference rate, and every platform that shows market data will be asked to carry it.
The pushback on oil shows where the line will be drawn. Incumbents tolerate event contracts on elections and sport; they resist products that compete with their core futures franchises. For UK firms, the regulatory picture is different again: FCA chief executive Nikhil Rathi named insider trading linked to offshore gambling and prediction markets as a market integrity threat on 22 October 2026, so UK brokers carrying this data should expect questions about surveillance as well as distribution.
“When an index provider publishes a prediction market price and a clearing house settles it, that price stops being a bet and starts being data. Every platform will be asked to show it.”
What It Means For Trading And Fintech Firms
- Brokers and CFD providers: expect clients to ask for event probabilities next to prices. Licensing an index or feed is a different question from offering the contracts, and in the UK the second remains restricted for retail clients.
- Prop trading firms: if traders hedge or trade around economic data, probability feeds become a market input. Decide whether your rules treat event contracts as permitted instruments before someone asks.
- Research and quant teams: S&P DJI indices built from Kalshi prices, once published, give a cleaner, rules-based series than raw contract prices. Check licensing terms before building models on them.
- Compliance leads: the FCA has linked prediction markets to insider dealing. If your firm consumes or displays this data, record where it comes from and who can see it.
- Fintech and trading startups: the money is moving to the layers around the contracts: indices, clearing, data distribution and surveillance. Those are the parts that need building.
The Bottom Line
Prediction markets gained an index partner, a new clearing lane and a fight with the oil futures incumbents in a single week. S&P DJI and Kalshi will turn probabilities into indices and indices into contracts, Cboe Clear US will clear KPI binaries headed for Robinhood in the fourth quarter, and CME and ICE have shown they will defend their core products. AlchmAI, a London trading technology and AI studio, builds market data pipelines and broker platforms, and prediction market prices are now one more feed those systems will be expected to carry, label and monitor.
